Meeting Minutes
April 18, 2006

6:30PM          Memorial Hall

Chairman Sullivan opened the meeting at 6:33 PM.

High School Project Update

Chairman Sullivan welcomed Duncan Leith, Chair of the HS Building Committee to the meeting. Mr. Leith gave an update in regards to the High School Project. He invited Board Members and Town staff for a tour of the High School on Wednesday, April 26th at 5:00 pm. Discussion was held on the playing fields and when they would be completed. Mr. Leith advised they are hoping for completion in February 2007.

Boy Scout Troop 182

Chairman Sullivan welcomed members of Boy Scout Troop 182. He mentioned that some members of the troop were there as part of a requirement to earn their citizenship badge. The Scouts introduced themselves and indicated their rank.

DPW Department- 2007 Budget

Larry Galkowski, DPW Director gave a presentation on the proposed FY07 Department Budget and Chapter 90 Funds. Selectman OBrien inquired about the Water/Sewer Enterprise Fund. Discussion was held pertaining to street resurfacing and proposed use of Ch. 90 Funds.

Selectman White along with Selectman Jumonville congratulated the DPW staff on their success in keeping up the roads in the town.

Town Managers Miscellaneous

The Manager announced that the Holden Recreation Summer 2006 brochure is available in paper form and on the Town Website.

The Manager asked the Board to review and take a vote on expending money from the Wachusett Fund as recommended by Chief George Sherrill.

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO AUTHORIZE PAYMENT OF $3,124.22 FROM THE WACHUSETT FUND TO COVER THE COST OF TRAINING AND TESTING PROCESS FOR DEFIBRILLATOR CERTIFICATION.

The Board reviewed the March 2006 Follow-up and the Year-to-Date Revenue and Expenditure Reports.

The Manager asked the Board to vote in regards to a request from Glenn Gaudette of Holden for Children to be added to the list of organizations using Town Hall at a reduced rate.

Motion by Sel. Jumonville, seconded by Sel. OBrien, it was UNANIMOUSLY VOTED TO ADD HOLDEN FOR CHILDREN TO THE WARRANT ARTICLE ALLOWING CERTAIN GROUPS TO USE MEMORIAL HALL FOR MEETINGS AT LESS THAN MARKET RATES.

The Town Manager announced that the Holden Girl Scouts will be holding a Town Art Show on Friday, April 28th from 5:00 to 8:30 p.m. at the Senior Center. Chairman Sullivan read the flier.

Rice School Hazmat/Demolition Warrant Article(s)

The Town Manager spoke to the necessity of adding two articles to the warrant to allow for voters to consider funding the demolition of the Rice School building. His recommendation was not to pursue any of the Rice School demolition options at Town Meeting.

After discussion, the Selectmen took no action, therefore, the two place holders for Hazmat/Demolition will remain on the warrant. Further discussion was held on two funding options presented by the Town Manager.

A motion by Sel. White, seconded by Sel. Jumonville to support funding scenario #2, failed on a vote of 2-2 with Sel. OBrien and Chairman Sullivan opposed.

Sel. Jumonville moved, seconded by Sel. White, that the board support funding scenario #1. After discussion, it became apparent that the motion would fail, so Sel. Jumonville withdrew his motion.

Motion by Sel. White, seconded by Sel. OBrien, it was VOTED TO HOLD A SPECIAL MEETING ON APRIL 26TH WITH THE FINANCE COMMITTEE TO DISCUSS AND DECIDE WHICH OPTION TO RECOMMEND.

Reports of Selectmen Subcommittees

Sel. OBrien: Economic Development Commission: Has not met.
WRDS Collective Bargaining: Nothing to report.
Starbard Scholarship: No applications have been received, therefore, the subcommittee is extending the deadline to May 1, 2006.

Sel. Jumonville: Open Space/Recreation: Nothing to report.
Phased Growth Bylaw: Nothing to report.
Starbard Scholarship: To be eligible for the scholarship, applicants have to complete at least the freshman year in college, have lived in Holden for at least three years and demonstrate an interest in pursuing a career in government.

Sel. White: Reported for Sel. Ferguson.
Comprehensive Plan Steering Committee: Met on March 23rd and selected a consultant.

Sel. Sullivan: Holden Hospital:  Continues to meet.
Public Building Safety Committee: Continues to meet on a bi-weekly basis.

Selectmen Miscellaneous

Sel. Jumonville: Nothing to report.

Sel. OBrien: 1. Announced that he went to the Police Departments Annual Road Race on April 9th and the money they raised was going towards the playground at Town Hall. If anyone was interested in volunteering their time in helping to rebuild the playground, please come by the Town Hall on April 21st and 22nd.
2. Commented that he wants the Town Manager to participate in Chapin Road land owner discussions.

Sel. White: 1. Commented on the correspondence from Chair Livdahl of the Wachusett School Committee, in regards to an Ad Hoc Subcommittee. Chair Sullivan stated he has drafted a response to the School Committee and read the letter into record. Consensus was made to send the letter.
2. Recognized the residents of Holden who ran in the Boston Marathon.
3. Discussed an option of forming a committee with on-call firefighters, Finance Committee and Selectmen in regards to the Holden Fire Department becoming a full-time Fire Department.
4. Asked about the 3 new full-time firefighters and asked if full-time firefighters were assigned to the night shift. The Town Manager advised that he will check into this.

Sel. Sullivan: 1. Inquired about the recommendations to the Transporation and Circulation Committee for improvements on Highland Street and Phillips Road. Mr. Bullock stated that Larry Galkowski, DPW Director will forward to him the recommendation.
2. Inquired about how the residents of Holden schedule Backflow Testing. Mr. Bullock advised owners to call the Department of Public Works.
3. Agreed with Sel. White on forming a committee in regards to the Holden Fire Department becoming a full-time Fire Department.
4. Asked the Town Manager about the Main Street manhole covers.

Acceptance of Minutes

Motion by Sel. White, seconded by Sel. Jumoville, it was UNANIMOUSLY VOTED TO APPROVE THE MARCH 27, 2006 MEETING MINUTES.

Motion by Sel. White, seconded by Sel. Jumonville, it was UNANIMOUSLY VOTED TO APPROVE THE APRIL 3, 2006 MEETING MINUTES.
